COMPANY PROFILE

Langley Utilities Contracting Ltd. was incorporated in Ontario on September 11, 1992. Having completed a wide variety of jobs with hydro companies, municipalities, cities and towns, we have attained an extensive track record in all of the work that we do.

Overhead power line maintenance and construction was the original focus of our company but as street lighting began to be contracted out from the hydro companies we started to change our focus. Langley Utilities Contract Ltd. has taken on numerous street lighting contracts and we have developed innovative maintenance methods in the process. These methods have resulted in greater efficiency and lower costs, which we have been able to pass on to our customers.

The Safe Choice

While executing work, Langley Utilities Contract Ltd. makes safety our primary concern. We have a Safety Manager who ensures all safety practices are followed diligently and has incorporated all EUSA programs, work procedures and safety rules into our own safety program. The Health & Safety programs instituted within our company are as follows:

 

Training is provided for all staff, daily tailboard conferences are held and recorded. Occupational Health & Safety Act training is provided to all staff members upon their admission to the company and is repeated on a yearly basis.

 

We have complete liability coverage, job bonding, and certification from the Workplace Safety and Insurance Board. Langley Utilities Contract Ltd. is currently a member with the Electrical Utilities Safety Association of Ontario, the Canadian Union of Skilled Workers (CUSW), and the Municipal Electrical Association.

Langley Utilities Contract Ltd. has a quality assurance program in place that guarantees our customers top quality work. We have developed an efficient and accurate database system for street light maintenance and our inspection and repair services are the best in the business. ACCESSIBILITY

We are available at our toll free number twenty-four hours a day, seven days a week to provide fully qualified crews and certified equipment upon request in any emergency situations. If you require manpower we are involved in several rent-a-lineman programs with various hydro companies.

 

ORGANIZATION

We have developed a Street Light Maintenance and Work Order Software program that is cutting edge in our industry. This software is designed for use from the initial trouble call through to the final completion archive. The software is set-up to monitor for repeat or overlapping outages and disperses data into appropriate work lists, transmitting data to hand-held devices for the field. We can provide to you examples of the field assignments as well as a summary of the database and its capabilities.

COMMITMENT

Langley Utilities Contract Ltd. has a “no call back” goal to our street light maintenance contracts and are very successful. However, in the instance of a call back, we place this call on a priority response list and advise supervisory staff of the situation. The problem is further investigated to determine any malfunctions in lamps and photo eyes due to a manufacturers defects or troubleshooting to determining if any supplementary work is needed such as fuses, shorts and underground faults. Langley Utilities Contract Ltd. is a signatory to the Canadian Union of Skilled Workers (CUSW) who are affiliated with the power workers.

CUSW is very employer friendly and our contract states that maintenance contracts can not be interrupted as street light services are now deemed an essential service by the Municipal Act. The Act also states that roads must now be patrolled and repaired on a scheduled basis; Major roads every seven days, Residential and Industrial every fourteen days. Langley Utilities Contracting Ltd. will ensure that we meet each individual contract’s required response time commitment.

Man Power

As street light maintenance has become our main business, all of our staff foremen, administrators, linemen, apprentices, and our safety superintendent have been extensively involved in these projects over the past five years. We have crews that specialize in the many additional services we offer and many sub-contractors with years of experience in the many facets of street light maintenance. Street light maintenance can only work with a well-managed experienced crew that has a commitment to exceptional work, and that is exactly what Langley Utilities Contract Ltd. has to offer.

In assuming a street lighting contract there can be a displacement of manpower, material and equipment from the previous hydro service. Langley Utilities Contract Ltd. is willing to accommodate a degree of displacement to ease the transition. Our top priorities are worker safety and customer satisfaction.

Equipment

Through years of contracting services, Langley Utilities Contract Ltd. has acquired an extensive fleet of equipment and vehicles to use for street light maintenance and related services. Our vehicles have certified documentation and a maintenance program that is completed regularly. Our maintenance program utilizes a technical support system consisting of licensed shops and mechanics through which we carry accounts. These shops are located in Brampton, Vaughan, Toronto, North York and Clarington. We also have accounts with heavy duty towing companies in case of emergencies.
